Tax-bracket apportionment describes the method in which congressional delegations could be apportioned to the states based on not only the populations geographical location, but their income as well. This way if there's only 1% of the population in a tax bracket, there would be only 1% of the house of representatives chosen from that tax bracket.

    Available seats are apportioned to, and candidates elected from, income tax brackets, statewide, instead of congressional districts.
     
    The percentage of the population in each tax bracket will be equal to the percentage of representatives apportioned to and elected from those same tax bracketsn.
